What is an ultra-low emissions vehicle (ULEV)?

An ultra-low emission vehicle (ULEV) is a motor vehicle that uses low carbon technologies, such as a battery electric vehicle, plug-in hybrid electric vehicle or a fuel cell powered by hydrogen. All the cars that use these technologies emit extremely low levels of motor vehicle emissions compared to other vehicles.
